2004 Little League Congress (Revised May 11, 2004)
Effective immediately rule 8.06 has been changed. It is now permissible at all levels of Little League for the managers to conduct pitcher conferences ON THE MOUND. They are not required to conduct the meeting on the mound but it is allowed and does look more professional. This is the only rule change that is effective immediately.
